_{History 
In the world filled of Kami mankind got the idea of breeding a very special kind of new decorative mythical beings. Similar to Koi they chose special traits of enslaved dragons to breed a certain kind of new generation: the Ryuu-Goi (竜 鯉). Since females are born rarely they specialised on making the male ones look just as femine. 
They are usually sold at high price and just as Koi serve the one point of being decorative e.g. in a garden.
MeiLi is one of them and just yet hasn't been sold but is held in a special winter garden, hidden from the eyes of public.
His magical powers are thanks to the breeding very limited. In fact he isn't even aware he has any. To prevent the dragons from eventually rebelling or hurting their owner they were bread in a way they would have none to no powers.
However they are all taught in dance, ikebana, singing and how to play Koto and Shamisen. 
To this day, he still waits for a buyer, even if he isn't all too keen on being sold since he's a bit afraid of it. He fears being sold to a cruel person and/or and ugly location.}
